I think there is plenty already being spent to help prevent the young from smoking, funded both in part with federal, state and private funds. Heck even big tobacco was forced to fund awareness programs.
What you could do is push your local representatives to institute pubic smoking bans in restaurants and bars like we have in here in DFW.

Thats what they said several years ago around here. Dallas has the stricter laws against smoking that FW does. If you have a properly ventilated area for non smokers, you can smoke in restaurants and bars in FW. Its strictly forbidden in Dallas. Two days ago the hotel lobby petitioned the city council of Dallas to amend the six year old ban. They voted unanimously against it.
About 16 years ago, I used to smoke clove cigarettes and sincerely regretted when I took up some strenuous exercise a few years later. I might smoke one or two cigarettes every other few years or so.
