So all 4 of those appear to require schemes that at some point gave access/control of the ballot to the parties committing the fraud. In PA they check signatures current vs one given at registration. As for security go check Colorado that has all mail in voting. Their fraud rate is statistically zero. My opinion is fraud is going to happen in person or in the mail, but i feel like it will be WAY easier to happen with mail in ballots.
