Contraceptives are verboten as a result of the catholic (and Christian, in general) concept that "Sex is for PROcreation not REcreation." The two go hand-in-hand of course, but the reasoning behind it is that if you're using a contraceptive, you're obviously in it for fun, which is "wrong."
Which is exactly what you said before....I was just commenting on the fact that, at least in the words you originally used, it's something taught in western religions, but you don't follow those religions.

The element I've added, however, is that mating is to be used only when offspring is necessary. Only a number of offspring can be produced in a certain period of time. Any additional offspring can not be allowed.
Also, the parents must be genetically 'fit' before they get permission to procreate.
More or less, mating is an irrelevant issue, a mere annoyance necessary to compensate for the fact that we, like every other lifeform, are mortal.
