Poor vista upload speed

Cant get any more good scores at DSLreports using vista.
If i switch to XXP on the same PC i get 33.5m/4.4m.
For years i could always be on first OOL page with a
average of only 6 faster users above me.
Vista average speed 18253/297 Kbps
Vista average upload is below 200Kbps.
Both my PC use intel pro nic with a Dlink 4100.
Under Netmeter there seems to to be to much info
If i knew were to delete unused setting in reg.i would.
I use no firewalls or any antivirus.

Try the following (only for Vista).

Download TCPOptimizer, http://www.speedguide.net/downloads.php

Check the current setting of TCP Auto-Tuning

From a command prompt with administrator privileges.

Issue the command: netsh interface tcp show global

Output should look like this:

Querying active state?
TCP Global Parameters
----------------
Receive-Side Scaling State: enabled
Chimney Offload State: enabled
Receive Window Auto-Tuning Level: normal
Add-On Congestion Control Provider: none
ECN Capability : disabled
RFC 1323 Timestamps : disabled

***Notice that Receive Window Auto-Tuning Level states Normal.
That means that it is On.

Disable TCP Auto-Tuning

From a command prompt with administrator privileges.

Issue the command: netsh interface tcp set global autotuning=disabled

Run again the show global as above and it should state:

Receive Window Auto-Tuning Level : disabled

At this point Run TCPOptimizer, and set the TCP/IP parameters according to your Internet connection contract Speed.

Try first the RWin size as indicated by the program, measure the Download. Then try double the size of the recommended RWin.

Choose whatever seems to work best for you.

Enable TCP Auto-Tuning

From a command prompt with administrator privileges.

Issue the command: netsh interface tcp set global autotuning=normal

Make sure you're on SP1 on Vista. SP1 greatly improved TCP speed over the LAN
When i read sp1 uses a different type of net or net stuff from home server i put it on.
First few times i transfered info between 2 PC s i saw the highest transfer rates i have ever seen.
I believe i got up to 40meg on local or the fastest i ever saw.
Still i saw no differene on wan speed tests, tests never stay the same.
When i run OOL speed test it is normal at times 30d/4.2u
Then i go to DSLreports run 6 tests get 15m to 25m down and only1.5 to up.

My Auto-Tuning Level: was already set to disabled
After sp1 i had no idea what it was set at.
I have used TCPOptimizer with xpp Drtcp was faster but not better.
I always run a speed test before joining a online game.
Hardware and PC oc seems so easy compered networking.

Upload is back to 4.5 meg.
Down is slightly off by 3-5m
When i enabled CTCP things started getting better.
Compound TCP (CTCP) is a newer method, available in Vista and Server 2008
By default, Vista has CTCP turned off, and Server 2008 turned on. Turning this option on can significantly increase throughput.
To enable CTCP, in elevated command prompt type:
netsh int tcp set global congestionprovider=ctcp
Still need to try to enable TCP Chimney and tweak network adapter.
