My wife is a federal criminal investigator and she tells me that porn surfing is a huge problem in a lot of government agencies.

How can you be so obtuse? The issue is that they are looking at porn instead of doing the jobs they were hired for. They can do what they want on their own time, but they're not being paid to look at porn.
