Power down, turns back on

Looking for some help here.

Asrock Z87 OC Formula motherboard.

When I power off the system, it powers back on. If I hold down the Power Button for 10 seconds it turns off and stays off. I am using the Power Button on the motherboard and removed the switch connections. I am running Windows 8 with the latest patches and using the AC wireless connection.
I have turned off the following in the Bios:
WAKE ON LAN
WAKE ON WAN

If this is a PC that someone built for you or something you built it's possible that the front panel connectors are not corrected to the correct pins on your motherboard.

Your motherboard setup guide will show which pins are for which connector.

Was this an issue since build or did it crop up recently?

What case and power supply do you have?

OK, so if I do not boot to Windows 8.1, I can turn off the PC and it stays off.
It is a home built PC.

Windows 8 doesn't power off a PC when you select "Shutdown". You knew that, right?

Unplug from AC power first, then try opening the case and comparing the pin/connector assignments with what's shown in the motherboard setup guide? It could be that the front panel connector is either hooked to the wrong pins or possibly reversed on the pins.

Interesting, what shut down method do you use for 8.1?

If you go into device manager, does everything have a driver?

The power button the the motherboard (not using a case power button right now) or Charms bar Power Options - Shutdown.

Take a look at the BIOS >> Restore on AC Power Loss. If it is on Power ON, that could be your problem.

I have turned off all settings in the bios that would "wake up" or restore.

If you installed it, I would check the Intel Rapid Start settings.
