So my computer had no network (PCI card) so tried to reboot but it wouldn't shutdown.
I held the power button to force a shutdown.
Then no lights came on and it wouldn't boot.
I unplugged the power supply and waited a few seconds and when I plugged it in the CPU fan spun and then shutdown.
I took out the wifi card and it booted.
I put the wifi card back in and it booted.
I have the keyboard and mouse plugged in to a switch and I was only able to use one USB port when the wifi is in and not use the specific USB2 keyboard/mouse port.
I double checked (after the computer had been off for a while) and all the ports (4xUSB3, 1xUSB3.1, 2xUSB2) work with the keyboard/mouse now.
Does this give anyone clues as to what is going on?
I think it all works now.
I was guessing wifi PCI card or power supply but it could be the motherboard.
The BIOS reports:
CPU Vcore Voltage: +1.088 V
+ 12.00V : +12.249 V
+ 5.00V : +5.064 V
+ 3.30V : +3.360 V

The computer is 4 years old.

EDIT: I started reconnecting a USB hardrive and flashdrive and my keyboard and mouse froze.
I disconnected the harddrive and flashdrive and I could only get the keyboard/mouse to work in a USB3 port .

You could try using a powered USB 3.0 hub connected to one USB 3.0 port on the mobo that you know works reliably. That should save you the cost of buying a whole new mobo or system.

What do you have for a PSU? It does sound perhaps like the +5Vsb (standby +5V line, always active as long as PSU is plugged in, sometimes a mobo's USB ports are powered by this line rather than the more powerful "normal" +5V line, to allow a USB keyboard or mouse to wake a PC up) may be getting weak.

Depending on PSU warranty length, 4 years can be a long-ish time for crap OEM or "case PSUs".

If your PSU is an 80Plus Bronze or Gold rated PSU from a decent MFG with at least a 4-year warranty, then that might not be the issue, but you could always try a swap with a known-good 500W or so PSU with a decent build quality, and see if that cures the ills.

The storage drive can be an issue as well. This is why it is good that have a known good vintage Windows or Linux install to diagnose that as a failure point. I guess you can run a scan on the SSD.

But, my experience with ASRock is that there is a chance something is flaky with the boards they sell. My H77M board came with a defective rear headphone jack that requires much jiggling to get solid contact. Everything else works and I didn't bother to get a replacement. But it's something that would make me avoid ASRock in the future.

You weren't trying to plug in a headSET into a headPHONE jack, were you? That's bad juju, and can damage the jack. Contrary to popular belief, they are NOT interchangeable.

If you mean the device with a mic, I haven't ever used such a device. Only audio speaker and headphones.
The jack was inconsistent in keeping a connection regardless of the type of sound equipment, be it cheap speakers, cheap headphones, or the expensive Audio Advisor. Sometimes, with the Audio Advisor headphones connected, it would be playing sound but just the slightest disturbance in the connections causes the computer to no longer have a connection in Windows.

My computer finally wouldn't boot.
The CPU fan turned for a second and then it turned off.
I took it an and he tested the power supply and tried his test power supply and it turned on.
I bought a new power supply.
I thought it has a 10 year warranty but it only 5 years.
I figure it is still better than the 3 year warranty on my last power supply.

Power supply is an easy fix. I think I got 3 or 4 extras on hand in case I need to swap one out. Glad you got it all working again.
