He added the new Items.. and what happens with an LCD if the Vid Card is not getting enough power is framing.... or totally dropped frames, and that would give black frames or colored lines... I would have said the same .. but LCD's are quite straight forward.

it sounds like a MicroATX kinda set-up and older.... they tended to be light in the +12 v.
and heavy on the +5.5 v and +3.3 v it probably has 8 amps on the +12v Rail that card is probably 6.6 - 7.5 amps.. by itself...
OP you Need a Micro ATX PSU with at least 13-15 amps on the +12v to make that not have an issue long term.
If your case will allow it a ATX 300 watt would be best... but I know space might be an issue.
