Power Supply problem

I have a computer I built myself about a year ago, with:
Amd 2400+ mobile 45W overclocked to about 2.4ghz,
Some sort of very large copper heatsink with 3 heatpipes (can't remember the brand name)
Some sort of tornado fan (which spins way too fast I think and makes an absurd amount of noise).
Most importantly I have an Antec truepower 470W PS which I think is the problem. If you need any other componenents listed just let me know.

The problem is that the fans are not spinning on the PS and the computer won't boot at all. The weird thing is though, that the PS cables seem to work still, it's just the PS itself that is not working. For example, the uber loud fan still spins when plugged in to the PS a well as the MB lights light up and other aux fans spin as well. Just wondering if there is anything I can do and making sure that the problem is exclusively the PS and not something else in the system. Thanks for your input and help in advance.

You can test the PSU by removing the connector from the motherboard
and jump Pins 14 & 13 (green & black).

If the fan starts then it is a problem on the motherboard.
If not, then it is either the fan on the PSU or the PSU itself.

You would want to unplug the rest of your hardware as well when you jump the two the green and black wire... safety reasons...

Ok, just tried that, the fan still doesn't work, but the lights on the MB work and the fan on the Northbridge? I think that the thing next to the processor anyway still spins (when the power cord is connected to the MB of course.

So it's the PS then correct? I just need a new one? - thanks

Did you remove the connector from the motherboard before
jumping the wires as suggested?

From the sound of it, it is just the fan in the PSU.
The PSU will not function without the cooling due to the thermal cutoff circuit.
