Power supply shut down dilemma! Help

I have a p3 system and ever since I upgraded to window xp pro, the system won't shut itself down automatically any longer.
I don't know what's wrong, but it worked before I upgraded the os. It looks like the soft power option is disabled or something. When it tried to shut itself down automatically, I would hear like 3 clicking sound coming from the psu. But still it won't shut down. It would bring me to the window shut down page where it said, "now it's safe to shut it off."

Control Panel, Power Options (may have to click 'classic mode' on the left to see that choice), APM tab, click Enable Advanced Power...

The solution to these issues is somewhat motherboard dependent. I had the same problem with an Asus P2B-DS Rev. 1.06 D03. In my case it was because previous versions of the board had an ACPI problem, so XP Pro installed the MPS HAL instead of the ACPI HAL. I had to reinstall XP Pro and when it said to hit F6 if I had other drivers to install, I hit F5. That gave me options to install the ACPI Multiprocessor HAL (if you have an ACPI-compliant single CPU mobo, you can install the regular ACPI HAL), and now it shuts down automatically. You can check which HAL you have by opening the Computer branch in the Control Panel. For non-ACPI compliant mobos, I believe you have to make sure that APM is enabled as the other responder said.

OK, I have followed hmsrolst direction to reinstall window over again by pressing F5. Yeah everything works fine, but after it about to go to "start window setup," it stopped there! It never got to the window setup.
Any solutions?

so I take it you did do the windows updates! Also make sure that some simple software program that is set to startup at startup is not holding up the shut-down process by incorrectly shutting down check this by the task monitor! Hope this helps also has this always happened or did it just start?

Yup, I did the window update stuff already. Ever since I installed xp it was like that.
