power supply: Antec true 330

problem:
after leaving the computer off for extended periods of time, it will not post. I get either a blinking cursor or no signal from the video card at all. When I unplug some non-critical items, such as the DVD and secondary HDD, the computer posts and boots fine. I can let it run for a while, turn it off, plug everything in, and it will then post and boot.
The only cause that I can think of is that my power supply is unable to cold boot all of my devices at once. I also remember that in the recent power supply article, the True 330 was mentioned as insufficient for a P4 system.
Any validation of my idea, or additional suggestions are appreciated.
