Typically I would agree on your joke about California taxes, but surprisingly, California doesn't tax lottery winnings.
you still get the federal tax, but yeah--CA is one of the cheap places to play. (Puerto Rico being the cheapest: no state tax--obv.--but also no federal tax!)

Because it's a district and specifically not a state. For practical reasons it was decided that it would be better that the US capitol not reside in a state.
