Powercolor PCS+ 6870 Louder than it should be, could power supply be to blame?

I purchased a powercolor pcs+ 6870 for my computer because based on reviews, the card is supposed to be basically silent at idle, and barely any louder under load. I installed the card in my computer, turned it on, and the sound coming from it is definitely not quiet. It almost sounded to me like the card was running at full speed, but running a few benchmarks the fan spun up noticeably faster/louder so it's definitely not running full speed.

I tried pulling one of the 6 pin power connectors and booting the computer, it started but I got no image from the card. However the fan was spinning, and was, like it was supposed to be, almost silent. I'm asking if it could be the power supply because I am running only a 460 watt supply which is lower than recommended. System runs completely stable though, I ran MSI Kombustor and Prime 95 at the same time for about 30 minutes without a problem.

Check for newer VGA BIOS updates for the card. When I got my Gigabyte 6850, it was idling at 73% speed...newer BIOS didn't have this bug and it now idles at 25%.

I've been looking around but not really finding anything. What can I use to tell how fast the fan is spinning?

Edit: Grabbed GPU-Z, the fan is only running at 21%, apparently the card is just considerably louder than the reviews I'd read made it out to be.
Edit2: Not sure if GPU-Z is accurate, I'm running MSI Kombustor and the fan speed has spun up, but it's still showing the fan speed at the same 750k rpm that it showed when it was at idle.

I have a 6950 PCS++ that has not one but two similar fans and it is silent at idle. Is the sound really coming from the video card and not from the PSU? If it's from the card then there must be something wrong with the fan.

At idle, take a snapshot of GPU-Z Sensors tab and post it here.

CCC will give you a percent, I'm not sure what will give you RPM but percent should suffice for most purposes.
