... Who makes it? Power PC? It can do dx10.1 (but not dx11), which I thought is an amd trademark of sorts.
Has power PC improved so much that it can now manufacture relatively powerful gpus, or does amd have a hand in this?

PowerPC is not a company, it is an ISA.
PowerVR is the GPU division of Imagination Technologies.
They are the ones that created the Kyro line of GPUs that used a different approach called tile based rendering, the fanboys of which claimed that it would eventually come to dominate the GPU market and destroy 3dfx, nVidia, ATI, etc. It fizzled and faded into obscurity.
They did get the contract to make the Dreamcast's GPU, after Sega screwed 3dfx over.
If I were making a console, I'd use an custom ARM CPU and a customized PowerVR chipset. Nintendo should've used a customized powerVR for the WiiU.

Now that both the Wii U and PSV are announed i am more looking forward to what will power PS4 and Xbox(3).
Anyone think they are going to have DX11 capabilities?
They might be DX12 ready.
The quad core A15 will be out soon IIRC.Using a quad core ARM A-9 would have been a significant drop from an IBM PPC CPU. The quad core and higher A15s aren't ready yet, and it would have delayed the Wii-U at least one full year.
Nintendo is using the lull from the big hardware guys to get an advantage, so it is time sensitive that they got the Wii-U out now.
I thought they have totally different [proprietary] API's.. and DirectX is for Windows desktop/laptop OS. Aren't they unrelated?

Thats correct thats why Intel is allowed by imagination to mod their tech so intel can use it in the notebooks and desktops . I don't think others are allowed this exemption.
They have pretty much stayed in the arm market but expanding out now just as arm is . The point is even tho its NOT DX11 it has open cl 1.1
