No, they can't, at least not on a commercial scale, and not yet. Plus, think about it, to get the energy out of water requires an investment of energy into it. You won't be seeing cars running on water, rather you'll see hydrogen vehicles.

Did anyone read the article yesterday about Bush signing a bill to spend a whole bunch of money on new highways throughout america? Seems smart, don't it? I mean by the time those highways are built, no one will be able to afford to drive on them.
