They generally aren't provided with the opportunity to pack in tight & cheer at the top of their lungs like a Trump rally. The fact that he's doing it also provides constant reinforcement for bad behavior.
His mode of behavior has convinced a fair chunk of people to be totally reckless. Rallies or no that's how they're going through life these days.

Is he really saying what he seems to be saying there? It's such a short clip and he's so incoherent (as always) that it's hard to tell for sure. But the way his crowd cheer madly no matter what nonsense he comes out with is really quite something.
Looking into this more, Trump tested negative on an antigen card, which is not a CDC-recommended method to determine infectiousness.
