Actually he did say he had them. It was in the declaration and everybody knew about them. After looking at the test data that the Iraqis gave them UNMOVIC determined that in some of the tests the missiles had demonstrated the capability of exceeding the range limit by 15 miles or so. Iraq disputes that, but it is up to UNMOVIC to determine the legality of the weapons.
