Largely. Mandates make up a huge proportion of budgets. In NY the single biggest item is Medicaid and still growing is mandated.
The cost of federal compliance is incredible, and constitutes a very large portion of a states budget. When you hear "cutting the federal budget" that is polispeak for "we're going to have the states pick up the tab".

I did a payback analysis a year or so ago for solar power sufficient to go completely off the grid; the answer was never, without subsidies, even before we consider the cost of batteries and inverters. The technology is mature enough to make a big dent in our peak energy requirements with solar - break even or better for solar on a typical one family home on the grid - but the manufacturing has to evolve to a lower energy, lower cost method. Right now there is no payback even for simple on-grid metered solar panel installations without government taking money from someone else and giving it to you. I think we're close, though. When we can cut the cost per KWH in half, we'll start seeing lots more solar installations and corresponding cuts in oil usage.The problem with solar is the cost to implement. Obama made a lot of comments about the roofing guys making a business out of solar roofing tiles but he didn't reveal how much of that is subsidized by the government and how much it cost taxpayers.
What's fascinating is the distinct lack of references to our so-called traditional European allies. I think that Russia is the only European country he specifically named. I think this should cement in everyone's mind that Obama is truly reorienting American foreign relations.

That's ok. Since this is commonly known and you are sidestepping the issue I'll just assume you are being the ass that people are pulling things from. You could easily have verified what NY pays on medicaid but decided not to.
