There are plenty of 25ms panels out there that ghost less than a lot of the 16ms panels. Can't answer #1 as it's dependent on the monitor
#2: You can set the resolution to a different resolution via video card, but in actuallity, the image is scaled back to the settings of the monitor (1280 x 1024 in this case). This almost always results in blurred images. If the running resolution is a multiple of the native resolution, this scaling usually results in less blurring (i.e. running 800 x 600 on a 1600 x 1200 monitor (scaled 2X on both the horizontal and vertical)) because the multiple is a whole number.
