Problem playing DVD under Windows ME - Updated!!!

I am having a problem playing DVD's under Windows ME.

My configuration is

AMD K6-II 400
Tyan S1590 MB
128 MB PC 100 Memory
2 - 13GB WD HD
All in Wonder Radeon (AGP 32 MB DDR)
SB PCI128 Sound card
Boca Winstorm 56K modem
Creative Labs PC-DVD 8x 8400E (Region Free)

I have been able to play DVD's under Win98SE, but have had problems with certain
titles.

I switched to Windows ME for the he** of it.
First attempt at playing the DVD drive locked up and I was barely able to eject
the disk from explorer and this freed up the player software.

I then turned off auto insert notification and then when I ran the player software
I got message stating copyright authorization failure.

I am using the ATI DVD player software.

Software drivers installed
Base ATI drivers from CD
DirectX 8.0a
UDF reader driver from Adaptec
VIA AGP 4.05
VIA INF driver update 1.02B
I did not install the VIA Busmastering drivers.

Any help would be appreciated. Thank you in advance.

P.S. - Could the fact that my drive is region free have something to do with this under
Windows ME and not under Windows 98 SE?

Windows ME isn't well known for it's stability...I'd switch back to Win98SE first of all. Then I'd get the latest and greatest drivers for your video card, sound card, etc. Do you have the drive running in DMA at all? If not, enable it and see what happens.

Update to problem. It is not a stability issue.

I have been able to play one DVD, it is the one that came
with my Encore Dxr3 package (the 8x drive was included).
The title is the National Geographic item that has about 90 years
of the history of NG. This is not copy protected.

All other DVD's that will not play are copy protected.

My DVD drive is not region locked.

Could this be causing the problem under Windows ME?

I did try region killer, did not solve the problem.

One more item, I cannot copy VOB files from the DVD's that will not play.

I have partly fixed the problem. I reformatted my C Drive and re-installed Windows ME.
I did the following things.

1) I followed ATI's advice on BIOS Settings.
2) Clean Install of Windows ME.
3) Installed VIA 4-in-1 Drivers version 4.29v. (Standard mode for AGP, I only have up to AGP 2x)
4) Manually installed the Busmastering driver since it did not install automatically.
5) Installed DirectX 8.0a
6) Installed the ATI Drivers and software.

My TV tuner works, DVD player will play about half of my DVD's. I predominiately have
a problem with Dual layer format DVD's under this configuration.
My DVD drive is not at fault since I have actually used them all under Windows98SE using the
Creative Labs Dxr3 board and software.

I will write to ATI and see if this accomplishes anything nore than me suffocating.

(I am going to hold my breath waiting for ATI to come up with a response let alone a solution).

I know have to try video capturing.
