It's absolutely not drivers. It's a dud card. A used GCN card from an unknown source? Likely a card used to mine with and the potential for issues are much higher. Most people who mass-mine only hook up 25-33% of gpus to a monitor. Others just use risers or the board and blast them with compute.

I'm convinced ,what else is left, lol And I would never EVER ebay any garbage like that on people less fortunate..Or anyone for that matter!! Especialy if i got my moneys worth and use out of it!

I might get a r9 290 with the blower fan for 220.00 on Craigslist when i get my money back..he said its hardly used... I'll arrange it where I can actually see it work before I buy it

Don't get a blower R9 290/290X card.

Right now Newegg has XFX R9 290 with Lifetime Warranty for $240. Makes no sense to buy used R9 290 cards when new cards are this cheap. Alternatively, there is an Asus DirectCUII R9 290 for $240 after 7% coupon code and $30 MIR. In your case, I would take the XFX card for its lifetime warranty.

It's packed back up ready to mail back...I noticed like a discolored like rust that dried up kind of brown ring where it sticks in the pci-e slot...It's very faint,Could be nothing But still what in the world is that?..
ows...

it is the GPU for sure.

if you want to mess with it some more, after reading the this part in the quotes, i have something you can try.

take an eraser and clean up all the rust/discoloration off the copper PCIe contacts. rub across them and make it look like new.

then blow and wipe off all the eraser trash. A lint free cloth would work well.

Of you dont want to mess with it, i would understand. But whatever that is on the PCIe contacts could absolutely cause your issue. It might allow current across two paths or be a film to block proper connection.

If it was/is conductive, it could even damage the board. But it might be worth a shot to clean them up.

Yeah might have grabbed an old BitCoin miner I guess.

My now old was a 280X DCUII TOP I guess, I like em myself.

But ASUS graphics cards always make me a bit leery, was the first one I tried out.

The old eraser trick is worth a try.

Even works now and then.
