Problem with network config settings

I am trying to help a friend set up an internet connection. They have road runner, and one computer connects to the internet, but the other one doesn't (says there is limited connectivity). I did an ipconfig /release and ipconfig /renew, but the renew didn't work. I thought it might be the built-in network adapter, and installed an old network adapter from linksys that I KNOW works, but I get the same problem. I tried to test the cat5e cable, that is fine as well.

She has a usb wireless card installed, and I know that there are some times when the installation of the USB wireless card changes the configuration on the network, so I went into the configuration>Advanced but there wasn't a property called Link Speed/Duplex, but only a Media Type. I changed that from AutoSense to 100BaseTX_Full Duplex, but it still didn't work.

Is there something I am doing wrong? Or is there anything I am not doing? Does anyone have any idea how I get it to work? I'd greatly appreciate any insight. Thanks.

In order to avoid theft of signal RR uses that MAC number of the computer that was originally used with the Modem as a form of Authentication.

If the person wants to use more than one computer they have to buy a Cable/DSL Router and build a small private Network.

The Router can be cloned with e original MAC number and keep the connection alive.
