Problem With Outlook 2003

I am running Office Professional 2003 SP1. When I run Outlook (either from the Taskbar or Start Menu) it works fine, however it leaves an icon in the System Tray after I close Outlook and will not allow me to restart the application without rebooting the computer. I am also running Norton Internet Security 2005 and Norton Systemworks 2005 with all updates. OS is Windows XP Pro sp2.

Any suggestions?

Have you tried double clicking on the icon, to restore the program?

Yes, I've tried double clicking the icon in the System Tray, the Taskbar, the Start Menu and the All Programs Menu. When I do, an hour glass appears for a 5 - 10 seconds, but nothing happens. Another symptom: When I shut down the computer, it waits saying that program "CiceroUlWndFrame" stopped responding. When I click "end" the computer shuts down.

That "CiceroUlWndFrame" app is the Microsoft Office Speech converter. Unless you're using it, just remove it through the Office 2003 add/remove in Control Panel.

EDIT: You can also stop it from loading at startup. I think you click on the speech toolbar choose "Options", and uncheck "Load at startup." I can't verify the actual steps here as we use Office 2000, not 2003; but I remember doing that on my home PC which is Office 2003.
