Problems with a new build

My new system build isn't going very well. In fact, it's not going at all. Assembled the parts and I get some signs of life: system fan runs, vid card fan runs, but CPU fan does not. It twitches a little, like it wants to move, but can't. Fan spins freely by hand, otherwise. No video or beeping from the mobo at all.

Any idea WTF is going on? Am I looking at replacing the mobo? Did I fry my cpu by running it 2-3 minutes without a cooling fan (heatsink was always in place)?

mobo: Gigabyte GA-P35DS3L
memory: OCZ DDR2 PC6400 2x2GB
video: EVGA 8800GT 512MB
CPU: Intel E4500 Retail (standard heatsink and fan)
PSU: TT W0070RUC 430W
Disk: WD 250G HD Sata2 (just noticed this was sata2)
Optical: Samsung SH-203B DVD burner

If you'd fried your CPU, the CPU fan would spin regardless... Don't worry, I'm sure you haven't fried your CPU, Conroe runs very very cool, I know people who ran Conroe at 100% load for hours without any fan, temp was over 90 Celsius, but it works ok!
My advice: Unplug your power supply, both form m/b and the wall, leave it like that for more than 5min, also, while at it, reset CMOC, by pulling out the battery from your motherboard for a few mins (only do it when unplugged from PSU). Also if same problem afterwards, try a different ply for the CPU fan, maybe the plug on m/b is defective.
By the way, what happens when you turn on system, shows anything? Monitor lights up? Beeps? Keyboard lights up? DOes m/b seems to have power?

No beeping is strange. Make sure the RAM and CPU are locked into their slots appropriately; both are held in place by appropriately shaped clamps. Most motherboards have several fan headers, so plug it into a different one.

Make sure you've plugged in the extra 4/6 pin power connector on the motherboard, if applicable. Make sure your video card has its extra power cord plugged in, if applicable.

By the way, you can unplug your hard drive until the system POSTs. No sense in spinning it up and down repeatedly until you need it.
