problems with my e6600 , DG965RY

hi , i have a E6600 on an Intel DG965RY boad with single stick kingston !gb ddr-2 667mhz ram , coolermaster 380watt pwrsupply ,
problems and questions -
1- my cpu idels at 43c and goes to 60c under load , how do i fix that
2- any idea that if i install a 8800gts 320mb , will my smps take the load easily or not ?
3- is there any way that i can overclock my cpu on this board
4- if i remove my cpucooler and reinstall it , do i need to reapply the thermal paste?
5- If yes , then where do i get the replacement thermal paste from and how much is it going to cost
6- i need to bu a g.card below 15k , shud i wait fur 1-2 mnths for ATI to release its card or go ahead with whatever maxes out my budget in the 8series of nvidia
7- what benefits/hard will i incur if i overcolck my ram to 800mhz frm the BIOS
8- can i overclock my onboard x3000 graphics / improve its performance in any other way?
9- when i attach extra fans to my cabinet and power them the system restarts unexpectedly whenever i'm in windows (completely unpredictable restarts)
10- do intels processors (notably c2ds) give lesser performance wen their temp is above 38c <- due to some feature that slows down d processor 2 generate lesser heat ??? i hav no idea abt. it .
11- my cpu fan rmp is never above 1100 even wen processor reaches 60c its barely above the rmp at 42c , at 42c its rpm stays at 1077 , at 59c its rpm stays at 1078-1080 , is this normal (other e6600 users please answer)
12-my friend and i brought the exact same config. i mean EXACT same , at first his BIOS didnt updaye , wen we forced a bios update , it updated allright but doesnt show the hardware temp, intel email guy said call tech support. so any help frm uguys will be appreciated .
wenever he goes to see temp in bios it doesnt open and dsplays an exclamation mark at d bottom of d screen , intel desk.util. dont display any temp either !!!
Thats about it for now!!!

cabinet - natech cobra
hdd - segate sata 160gb
sony dvdrw
samsung 19"widescreen lcd
the bios , all the softwares , drivers are up-to-date bios-1676

1. Make sure the heatsink is fully seated, at stock speeds, your temps shouldn't be that high even with the stock heatsink. If you remove the heatsink, be sure to clean off the old thermal pad, and use thermal paste, such as artic silver.

2. coolermaster PSU's are far from the best to start with, 380W is pretty weak, I wouldn't recomend trying to use it at all let alone for an 8800GTS.

3. Don't know..look in the manual, but probably not. You need to improve your temps and get a decent power supply before attempting to overclock anyway..

4. Absolutly, make sure you clean off all the old goo first, preferably with 100% isopropal alchohol.

5. Lots of places, such as newegg, not gonna cost that much. Arctic silver 5 is my recomendation.

6. Up to you, but there is also something new around the corner so if you are gonna wait for the next best thing, you'll be waiting forever.

7. Depends on the application, some programs are more sensative to memory speed than others but overall, your probably better off with 667mhz with lower timings that 800mhz with higher timings, especialy since you only have 1 stick and you aren't running dual channel.

9. Again..get a better PSU, the coolermaster is too weak, especialy on the 12v rail, which is the most esentail in a modern PC.

10. 38c is not enough to make the CPU throttle, more like 75-80c is when you have to worry about thermal throttling.

11. don't know, never used the stock heatsink with mine, but your motherboard may have settings for the fan speed..

12. Not the first time I've seen that happen with Intel motherboards..try using core temp, or Intel thermal analysis tool..those read the CPU temp directly from the on chip diodes, rather than the motherboard sensor.

1- please recommend the cheapest SMPS to suit my needs .
3- there is no overclocking option in bios , mannual has no info on overclocking either
6- i meant 300$ (15k was in INR)
7- my memory timings are 5-5-5-15 or 15-5-5-5 whatever fits
11- none of the fan speed setting are effective

1. Look for a 400-450w Fortron, they are still good quality, but lower in price. Enhance, Seasonic, and Enermax are also good quality brands.

2. You might be able to get clockgen to work(it's software for overclocking from within windows, google it), other than that, if there are no options in the bios, you won't be able to OC, Intel boards(other than the 975 bad axe boards) generaly lack overclocking options.

7. You would have to slow the timings even more to have a chance to hit 800mhz on the mem, not worth the trouble.
