When I go to Paypal or certain parts of ebay on my desktop computer at home, only text is loading up. There are no images or frames (HTML elements). It says "Connecting" for about 30-45 seconds. Then it finally loads up the incomplete website. This happens on both the desktop PC that is directly connected to my router and my laptop that is connected wirelessly to the router.
Interestingly, if I try to use my phone (cell phone service), paypal loads right up. I also connected to my work VPN on my laptop (via wireless connection to my router) and paypal loads up fine.
I power cycled my router and restarted but still having issues.
Anyone have any idea what might be causing this? Seems to be a router issue??
And why is it only happening with certain websites like paypal? For example, anandtech shows up fine.

I tried connecting the cable modem directly to the desktop PC and still getting the same issue. So I guess that eliminates the router as the issue. And since the paypal website works fine through VPN and cell phone service, does that automatically leave it as a cable provider issue? I wonder if I should have the provider reset the Internet.
