Processor fan problem

I have a 650 Duron and a KT-7 RAID mobo. The fan attached to my processor is a CoolerMaster. In my BIOS, there is a way to check the temperature and fan speed of all the fans and the temp of the processor. When I boot my computer, the processor is about 18 C. However, it says the fan is running at 0 RPM. After about 5 minutes, the temperature is all the way up to 25 C, and it keeps going up. I downclocked to 550 and lowered the voltage a bit, and it seems to even out at about 33 C. Since I got the processor intending to overclock, and since i have to actually DOWNCLOCK, I'm not very happy. The fan IS running, however, because I can see/feel it when I open the case. What is the problem? Is it just that CoolerMaster is a crappy fan? Or is something wrong with my processor?

Flash the BIOS

33C is very cool, and for reference my 1.35GHz Tbird is running 44C (cool).

I think your processor can run a lot hotter than 33C. I wouldn't worry unless it is getting up over 45C at least. Just my 2 cents.

First of all, what does flash the bios mean? And what does it do?

And secondly, this was running at 33 C with nothing going, it had been off all day and only on for like 10 minutes. Are you sure that's ok? Oh and John, did you OC your TBird or is that how it came? My computer-guy uncle said that it should be around 15C when it starts.
