You can use Fastone for rotating/resizing your pictures. Then, from within fastone, you can select those you want to convert into a pdf file and print them to a pdf printer. I suggest PDF redirect. With PDF redirect you can also merge your PDF printouts and this can come in handy.
I do that easily with Corel WordPerfect. Lay the pics out on a page, then print to PDF. I can also do it with Word, but not as easily. Anyway, here is a screen clip of part of a PDF page I made using the above method. I used cartoon strips of Sherman' Lagoon to illustrate. It could have just as easily been photos.
CutePDF Writer (formerly CutePDF Printer) is the free version of commercial PDF creation software. CutePDF Writer installs itself as a "printer subsystem". This enables virtually any Windows applications (must be able to print) to create professional quality PDF documents
