In just the time I've spent with Android, I know that the behavior of Back is unpredictable. You just might have a selective / delusional memory.
Wow great analysis. On my gnex the back button scrolls thru a million pages of an app and/or closes the app depending on how many pages of said are open. So switching to a random app that's open, you don't really know what's gonna happen.
The recent app button seems to miss things occasionally as described as well.
The app navigation is a hot mess as well - some apps have the 3dot menu on top, some on the bottom, some combine stuff and add icons in either top or bottom.
