usually the state lottery bureaucracy sells both jackpot type games and scratch off tickets.
the problem with doing that is a) huge jackpots have an increasing likelihood of multiple winners; b) you have to pay federal and state income taxes on the winnings; c) the number quoted is the total payout of a 20 year annuity payment, if you take all the money up front you get ~70% of that.
