It is a non-profit, government-benefit association owned and operated by its member lotteries. Each MUSL member offers one or more of the games administered by MUSL. All profits are retained by the individual lotteries.
All members in the MUSL pool the money together after all of the entities take their cuts (retailers, members of the MUSL, administration and marketing costs, other costs) to pay out the jackpot regardless of the location of the winning ticket(s).

Okay that was based on the article I linked.Uhhhh, since when is the lottery taxed at 25% Fed? The lottery doesn't have a special tax rate, thus it will be taxed at the maximum income tax bracket of 39.6%
25% is in reference to how much is taken at the time of withdrawl, you will still owe the other 14.6% at tax time. Enjoy that hefty bill.
