Not at all. It's illegal to solicit campaign help from a foreign govt, particularly when the purpose is scurrilous slander & innuendo against a political opponent. It's even more egregious for a President to abuse the power of his office in such a fashion. Trump knew it was illegal when he did it. Imagine what a more willing counterparty might be able to do for him, like hacking his opponents & mounting a massive social media campaign of lies & misinformation that can't be tracked to him personally.
