It is a quid pro quo (Latin for this for that; dirt for aid). It is bribery, (using 400 million to extract a favor) and it is extortion seeing that withholding the aid is an implied threat since Ukraine is at war with Russia.

As @emperus already explained, quid pro quo can literally mean bribery.

And for the record, there is no "attempted bribery." It's considered bribery just for offering. If you don't believe this, try it with a cop next time you get pulled over.

Explain to the judge how you offered the cop $20 (the quid) for letting you go without a ticket (the quo,) but they can't send to to jail for bribery because the cop refused to take the 20 and arrested you instead, thus no bribe was completed.
Plus you never called it a bribe, just doing you a favor, so checkmate fool.
