PSU for 4870 - Do I need a new one?

Right now I have an Antec NeoPower 480 (NOT 430)

MB GIGABYTE GA-G31M-ES2L 775 G31

INTEL E5200 2.5G 2M

2Gx2 GSK F2-6400CL5D-4GBPQ

NVIDIA BFG 6800 GT OC

2xSATA HDDs

DVDRW/CDRW IDE Drive

Floppy

2xCase Fans

Do I need a different PSU to run the Radeon 4870?

Probably not, though reviews of that PSU are kinda shady, but it's theoretical output is sufficient for your system. The 4870 requires 2 PCIe power inputs; make sure to use two different rails for each one and you should have no problem. Put the most of the rest of your components on the third rail. You total system power isn't going to get near 430W--you'll have at least 100W overhead.

I just realized I have the NeoPower 480, not the 430... I should be good then. Does it matter what goes on what rail? I never pay any attention when I'm connecting my components to my PSU, but it seems to work...

an SPCR review indicates that the 12V1 rail only connects to the 12V CPU connectors....so you don't really have much choice.

I would also consider how OLD your current PSU is. If it's getting 3+ years of life, you might want to consider getting a newer PSU. It's up to you, but it's something to consider.
