Ok, what exactly are you trying to do? Web sites can be set up in a manner that even if the site resolves to an IP address of 1.1.1.1 and you type http://1.1.1.1 it may not respond. Please explain the problem more in detail.

I feel dumb, but:
We have a user trying to access one of our company websites and when she tries to go to it it wont even give her the logon option, just says "Page can not be displayed" the title bar says "Http 500 internal server error" We have verified that she can log on from a different computer but not her own, and i can log on with her info from here at corporate. The dns name is inputed into her trusted site list, but still no luck. so i was going to have her try the public IP address.
When doing http://*.*.*.*.* it does not respond. Am I doing that part right?

You are but if the site is setup on a Virtual Host (I think that's called Host Headers in IIS) then you might not get the same site. If it's an HTTPS site then it has to have it's own IP address so that should work fine.

If she's getting a 500 error that is returned from the server so why not look in the server logs and see if there's any indication about what's going wrong? Unless the 500 is coming from a proxy or something.

Have the user flush the local browser cache. They might have a stale version. Also, have the user turn off "show friendly http error messages" (if using IE) so you can find out what the real error message is. IE will show "friendly" messages by default, which aren't helpful for debugging.
