Does anyone know if what is below is being done? Has been tried?
QAM Over IP-- Multiple ip connections at the same time to a web page/server/other.
Each IP address sending a bit that represents more data.
Example---
video 1gb split and held on senders end.
2 ip QAM
ip1-send 0=10, send 1=11
ip2-send 0=01, send 1=00
Using multiple IP addresses for a QAM setup.
Another layer being a new internet structure/more layers.
IP Address=00-11+, Sub IP Address=00-11+, Packet00-11+, Sub Packet00-11+.

Other:
Packets structured in an internal manor to fit into a internal per packet stacked(QAM/other.
Packet 1 carrying 1mb of data all selected and structured to after a filter become 2mb+/- of data.
Packet 2 another portion/half of the data in packet 1 sorted/structured to output 2mb+/-.
And more.
