13 Gigatons, this is not an HP desktop, I built this computer. I reinstalled windows because of a NTDLR missing file and this has started since I ran windows again.

Whenever i boot to Mac OS X 10.5.4 Leopard, i'm dual booting, the OS X runs at what it should, CPU1 1% CPU2 0% CPU3 0% CPU4 0% so i know it's not my motherboard and it has to be windows.

You've got a driver problem.

still can't find the driver that is causing this. Still runs at a constant 35-40% CPU usage.

Start disabling devices until the problem goes away.

the output from that utility, based on my quick look at the link, will show what bad device is causing this. Find that link, read the first few pages, get the utility, run it, and post the output and you may have your solution.

whenever i ran the program it appears to run but just sits there and doesn't do anything and says to hit ctrl + *** to finish up. Am i supposed to let it sit there for a long time?

Without doing a lot of googling and testing it still seems to me that utility is your best bet. Can you google directions / read the resource kit's docs on how to use it?

Try this tool instead: http://www.thesycon.de/deu/latency_check.shtml
Run the program and give us one or two screenshot. It seems the program doesn't tell which driver causes high DPC, but it'll give you an indication of high DPC.

1) While idling (doing nothing & physically disconnected from Internet and wifi).
2) While playing music with Windows Media Player or some other (still disconnected from internet & wifi).
3) While using the internet.
4) While using the internet & music.

I tried googling some stuff and another person mentioned to look at the Even Viewer and see if anything is coming up with errors. And sure enough I have 2 errors. And it's each time i start to under the "System"

here is the first:
The following boot-start or syste-start drivers failed to load: Partizan

and this one
The NBR0FLASHDev service failed to start due to the following error: The system cannot find the file specified.

Could either of these be the reason I'm still having this problem?

i did google the second, some say it has to do with Nvidia, I've tried uninstalling the old driver and reinstalling the new one 2 times now.

Well, i went into msconfig to disable some start up programs and i googled each, there was one thing that came up on peoples discussions about it cause high cpu usage. I disabled it, restarted and it was still using up the cpu like crazy, restarted again and all is working well. I'm kinda afraid to turn it off again since it's working like it should lol
