There are quite a wide variety of agnostic people. However, They all share one common thread: agnostics believe that a supreme being / supernatural powers can exist. The definition of religion is: belief in a supreme being / supernational powers. That is just as damn close as you can get. People sharing a common belief. Athiesm is the exact opposite. Disbelief in a sumpreme being and disbelief in supernatural powers. Thus by definition it cannot be a religion - even if people share that same disbelief.
