Question for anyone experience with eBay/Paypal. Kind of important.

Okay, so I've been looking for phones on eBay and this one model that i've been trying to win I was being constantly outbid on.

Today my luck I guess had turned around because I got a second chance offer for a phone I had wanted to win badly.

The seller had sent me a second chance offer with the message stating that since my max bid was $210, he would accept $200 shipped for the handset since the original winner had "defrauded" him. As far as I had thought I knew, you could send invoices through ebay with price adjustments for second chance offers in case you wanted to be generous or something. I asked the seller if he would send an invoice or if he would credit me the difference once I had paid.

Eventually the seller sent me an actual invoice from paypal, but the message was directly from services@paypal.com and not from eBay. What i'm wondering is, is this a setup for a scam? I don't want to accept his "invoice" for Goods, even though the subject has the ebay auction title + item # in it. I can't tell if the invoice is directly through paypal and is skipping over ebay, because if I pay this and never receive the device then I can't even claim that he didn't send it because they won't have records of me paying him!

If I log into my paypal account directly I can see his "bill" to me with subject titled Invoice for HTC Touch Pro2 (T-Mobile) EBay Item #XXXXXXXXXXX(I blanked the numbers). The seller has zero feedback.

I hope this question makes sense. I would rather pay him by checking out through the auction's listing however the price hasn't reflected his updated quote to me. Thanks.

I don't use ebay for anything expensive anymore. I have had more problems then anything and filing a claim is a real joke. In my experience as far as ebay and paypal are concerned if you received something they are satisfied the seller fulfilled their end of the deal. Even if the item you receive is not the right size or in the same condition that was listed.

Yes. Ebay will cover you (through its subsidiary Paypal).

If you do not check out with Ebay under any circumstance using Paypal, you have no recourse with Ebay or Paypal (only possibly with your Credit Card, Bank, and your God).

if it's not as described you can do a chargeback and you will always win

that way you will not get scammed

I've gotten second chance offers on small items, and had no problems. I'd never do it for something expensive, and I wouldn't buy from someone with 0 feedback, even through official ebay channels.

It's very possible that the seller was bidding on his own item (under a different user name) to make the price go higher, then telling you that the "winner" backed out of the deal and trying to sell it to you. I believe that once the auction is over, you are able to see the bids that each bidder made. Take out all of the highest bidder's bids, and offer the seller your last bid directly under the winning bidder's first bid. For instance, if the winning bid was $210 by username XXX, and you were in a bidding war with XXX back when the bid was $120, offer him $120. If he doesn't accept, tell him no thanks.

I just scanned your post and saw that. Zero feedback immediately throws a red flag for a seller.

well the guy is offering it to me for less than what the bidding win was...i didnt put a very high max bid so..

No - he is doing this in order to get you to agree then he'll take the money and run.

Not only that, the bidder that tried to "fraud" the seller was probably a secondary account where he bid it up to see what your maximum was.

Then he sends you a second chance now that he knows what you were willing to pay then he takes the money and runs.

There's the chance that's he's a legit seller, but I wouldn't risk it for $200.

always too often one end up playing with fire from a zero feedback seller
my opinion that junior sellers should start accumulating feedback as a buyer before switching to be a seller. until you get a yellow star, people will hestiate to buy from you
