I just got a LCD monitor and wanted to know these questions.
if not in use should I turn the monitors power off?
or can I leave it on and let the screen saver do it's thing?

Well lcds don't suffer from burn in, but crt's don't for the most part any more either so you could argue the screen saver is mostly for personal amusement now.
The backlight in the lcds often have a mtbf lower than that of the lcd, so it would give out quicker probably. A quick search of google showed most backlights seemed to be rated for 30000 hours though so you make the call..
