You actually have less recourse doing a wire transfer than making payments through ach/credit card. There have been numerous articles about people being defrauded when they send a wire payment. I actually explained your issue fairly in-depth.

How does the PayPal Debit Bar work?

When you want to make a purchase from an online merchant who accepts MasterCard, the PayPal Debit Bar gives you a "virtual" MasterCard number which you then use to make your purchase. Just like the PayPal ATM/Debit Card, the funds are withdrawn directly from your PayPal account; instead of getting your account number from a physical card, you get it from the PayPal Debit Bar.

Can I get the PayPal Debit Bar?

The PayPal Debit Bar is available to users who meet the following requirements:
Have a Domestic PayPal account
Are Verified (have added and confirmed a bank account)
Have added a credit card where the monthly statement is sent to a physical street address (not a P.O. Box)
Have a positive balance in their PayPal account
Have a PayPal account in good standing (as determined by the Account Review Department)

The one frustrating thing about the "flame" sites. They don't compare company policy to what the customer is claiming to be an issue with PayPal. As an example, if someone is defrauded by a seller (listing somewhere else no less), PayPal is often blamed by default for the non-performance of an individual. You would also find many complaints about chargebacks, which is why I try to explain to users how to avoid/minimize their exposure to them. For better or worse, the flame sites are allowed to engage in free speech, so refuting the claims (at least on my end) generally comes in one-on-one conversations with users.

Paypaldamon, thank you for answering questions.

One more: Does Paypal care if people get trolled? Will they help in anyway whatso ever if the Troll has already withdrawn the money? Will they suspend future withdraws, or give authorities contact info? What is Paypals policy on handling accused Trolls?

Yes, PayPal does care about reducing the probability of its members being defrauded (we have a variety of review processes, verifications, etc. that help reduce fraud rates). However, for obvious reasons, we can't investigate all cases of fraud. Law enforcement generally won't pick up on fraud cases unless it hits a certain threshold based on dollar amounts. We will restrict the accounts (if complaints are sufficient enought) on sellers that have excessive problems.

We can give the contact information on a seller you have had an issue with if our investigation reveals that it does appear to be a fraud issue. However, I do need to advise that certain issues are really between the buyer and seller....an example is below...

Buyer-He sold me a green shirt. I wanted a red one.
Seller-I sold him what was in the auction listing.

Is this fraud? Or is it a an issue between the two parties.

The main thing to remember? When you are dealing with someone in a transaction you are dealing with an individual. That individual may not come through as promised. It is really in the buyer's best interest to do a little research before sending a payment to someone (feedback ratings, heatware ratings, the value of the item,etc.). PayPal does have policies for dealing with this, but it is important to note that we can't guarantee recovery from a party you have had an issue with (much as your bank would not guarantee recovery on a check you write).

I do recommend that buyers review our Security section on safer buying. You will also find a very helpful section on how to protect yourself as a seller.

The most recent scam has been emails appearing to be from PayPal. Remember the following:

a) PayPal will not ask you for your password
b) PayPal's system will not just drop information from our servers (a new trick has been telling people that their account information will be deleted, or that they need to update XYZ).


When in doubt about the validity of an email link....simply log in at www.paypal.com. It will convert to https://www.paypal.com.

Most of what I attempt to do is educate users on how to avoid being defrauded,etc.

dude, I have to deal with MORONS in ebay and Non-paying bidders

after paying ebay listing fee and paypal fee, NO SOUP for me

now ebay has officially acquired paypal..

paypaldamon, I have yet need to deal with fraud issue with paypal, but appreciated your presence.. assets to online community

all paypal user should pass an IQ test before using paypal..

Less recourse as a buyer or a seller? 99.95% of my transactions were recieving. I dont expect my customers to have recourse because I've already got them on contract.

I realize that you've explained my issue, however I havent heard an explanation for one concern. That is:

If I inadvertently found a way to defraud someone for $1000+, what does that say about the people INtentionally trying to do so?

I'm so happy that I found this thread. Let me explain my situation:

- I had a premier account, but was sick of those silly fees eating away at all the funds that were being sent to me.
- I downgraded to a personal account.
- I realized after the fact that I will not be able to accept credit card transactions anymore.

However, I guess the following would work to get around this issue:

- The purchaser would have to add funds to their account from their credit card.
- Once they have established a balance with their PayPal account, they could send the funds across to me.

I'm hoping that my assumption on this would be correct. I've been happy with PayPal, but when nearly $2.00 gets held on a $30.00 transaction, it kind of bites! PayPal is a business and deserves to make money. However, I'm just a "small time" trader who is getting fed up with the piddly fees that eventually add up.

Hi PsychoAndy,

Your going to your financial institution to dispute a charge is not something PayPal has any direct control over. In your case, the recipient of your payment would have been protected from a reversal if they complied with SPP (it really is that simple).


I can actually explain your case in more detail if you want.
