The Zalman 6000-Cu is a very quiet, and also reasonably good, cpu cooler. It has a 12cm variable speed fan that mounts above the heatsink via a mounting the is fixed to the expansion card screws. At it's slowest speed it is not audible over the rest of my computer, but if you do want to overclock then turn up the variable resistor and spped the fan up for more efficient cooling.
I vote for the Noise-Control Silverado. It's quite expensive, but you won't hear it over an average hard-drive. Cools my 1800+ @ 1.60GHz to 38C idle and 47C peak. Comes with 4 speed setting in-line resistors to vary the fan speed, but the fastest is still silent!
Try the GlobalWin TAK68. It still use aluminum but does the job well, thanks to dual slow fan (you'll hear nothing!). Just check if it'll fit on your board
