The efficiency of the heatsink at drawing heat off the block has some effect but the main cause of noise is the fan mounted on the heatsink.
A tower type air cooler tends to be the easiest to replace fans, as opposed to the centered and upwards single fan like the Wraith.
I do NOT recommend anything from the 'Be Quiet!' brand. I'm using one now, and the QC on the block was terrible. I had to do a considerable lap on the block, as it arrived looking gouged with uneven "channels" on the plate.
Noctua is always a good bet...IF you want to pay premium prices for a premium cooler/fans. There are other good/decent brands though for much cheaper.
Thermaltake, Thermalright, Scythe, Deepcool, ID Cooling, NZXT, Arctic, Antec are all lower cost brands worth looking at.
