It is not her job to "decide how much help [she] would give them" base on their race. Her job is to access the situation and then come to a conclusion on how much help the government should give them.
The simple fact of the matter is that she decided that she would use race as a criteria to do her job. That is inexcusable in government no matter what her backtracking on the issue might be.
