Should be on the bill when you bought it. You can still give a support ticket here:

Usually warranties go from one to three years depending on country, model, and manufacturers. Looks like it is two years in the US And Canada. If you do not have the bill you can go with the serial number on the card and hope for the best.

I am positive about installing the right system version
I have also tried on different OS's
On Ubuntu, I installed the proprietary drivers and it would never get back the boot logo
On Windows 7, I've installed three different versions of the drivers, but they were for Windows 7 x64, still didn't work
On Windows 10 (current), I've installed all the drivers I listed previously, with the correct OS and 64-bit versions

The card worked with no problems before

You've tried everything. There is something wrong with this card. Why it went bad after previously working is anybody's guess, but unless you can try it in someone else's computer, there's nothing left for you to do.

Agreed that it should be under warranty and that it should be serviced.

I'm pretty sure I bought this card on eBay about a year and a half ago
Am I screwed, because they say they don't cover "Products not sold from our official distributors or resellers."

Yes, you are. That's the drawback to buying used.

I just realized, though, that your model has a dual-BIOS switch:

It's possible that what's happening is you've enabled the card's UEFI boot on a motherboard that doesn't support it. Make sure you try to boot using both of the card's BIOS settings. You may have accidentally enabled this "feature" that seemed to brick your card, when in fact there's nothing actually wrong with it.

Switching the BIOS doesn't work :/
I just tried the 16.1.1 driver released today, also didn't work

Obviously, there is something wrong with your card. I am just having a similar problem with one GeForce card. Yeah, wish I knew what was wrong so I could at least try fixing her instead of throwing it away...

Intel integrated graphics may be slow but hell, it's certainly x1000 more reliable. I have yet to fail an Intel APU on me.

I was able to fix my card which had the same issue by putting it in my kitchen oven for 8 minutes at 385 degrees Fahrenheit. I removed the dust from the components using 70% isopropyl alcohol with some Q-tips and then I unscrewed all the stuff from the card that could melt, n removed the thermal grease. Then I rolled up some aluminum balls and put them on a tray and the card on top of it. Afterward applied new thermal grease and reconstructed n installed. Its been working perfectly for a whole day, I'll report back here in case it screws up again.

Update: November 2020

Hello again everyone, like i said: " I'll report back here in case it screws up again. "
Yesterday it stopped working again so that means putting it in the oven made it work for a little under two months more. In that time I only used the card for light CAD and video editing(not rendering) and didn't push it very hard at all.

This morning I put it back into the oven for 8 more minutes at 385 degrees Fahrenheit following the same procedure as above. Afterward I plugged it in and it's working again.Just like before, I'll report back here in case it screws up again.
