This makes very little sense.
Does the grant actually specify that you can't get more of a raise than $2,000/yr? Or does it set some maximum salary limit that you would have to be under? The former seems...weird. The bonus would probably impact the latter the same as a raise would.
Ultimately, the value of that raise for the rest of your career is going to be worth far more than the 3-4% grant. At the same time, it probably doesn't hurt to ask to defer the raise until 2017.
It has a household salary cap, I just did the math for you guys to put it in perspective. But the grant states that it only takes salary into account and not bonuses.

That is very strange...I worked with a sales guy who made >$1M in bonuses one year but I'm sure his base salary was well under $30K. So he could have gotten a grant from govt/charity to help purchase a house?
