when, for instance, I play ZSNES, my computer will make the character zoom really fast for two seconds or so, then go back to normal, then repeat.

i'll double check FSB settings but my proc isn't overclocked.

What's ZSNES? Is that a emulator? If so, you should expect those type of things... emulators can be buggy...
