Sorry to be helpful and then harsh, but, if you think it is so easy it would be done by now! I originally told you what the problem was, now you know but you are complaining that someone wants too much to replace it. I agree, $600 is a little steep for this job, but I am probably not in your area. Here in Chicago, it would probably cost you about $450, unless, it is a hard to find part since your unit isn't exactly brand new.
You talk about how easy it should be but you don't even know how many volts your unit is, what panel to remove, or where to find the information for the unit.
Pay someone to fix it, you do not know enough and are going to end up frying yourself since it is a 220 volt rooftop. You are right though, it is a 30 minute job if you know what you are doing and have done it already 20 times. For you, I would guess 4 hours and that is being kind.
Again, not trying to be harsh, but you pay a pro for a reason.
