Rapid Beeps + No POST

My aging rig (specs in sig) has been acting funny lately.
When I hit the power button most of the time my PC will just beep rapidly and have a black screen. I thought at first it was a stuck key on the keyboard but nope I've tried other keyboards and still had the same issue.

It only happens during a cold boot..I shut my PC down at night and then usually power it on in the mornings.

After pressing the reset or sometimes power button over and over for maybe 5 minutes it will eventually start up and run fine..its almost like something has to "warm up" before it will boot.
Once the PC successfully boots up it runs perfect until the next cold boot.

anyways what do u'all think is the culprit? I'm guessing PSU or mobo.

What model power supply? How old is it? Can you tell us the combination of long and short beeps when you start it cold?

in all my reading i discovered that was a known problem with other P35 boards also.
some little part on the board would balk at cold boots, if it was hot in my room it always booted right away.
when it was cold i would have to use a hot hair dryer for a minute or so , aimed at an area to the upper right of the cpu socket.

What model power supply? How old is it? Can you tell us the combination of long and short beeps when you start it cold?

The PSU is a Ultra LS 600. I've replaced it once about a year ago under warranty. (Lifetime warranty)
There is no long beeps its just continuous short beeps.

i had an abit ip-35, it was like that.
in all my reading i discovered that was a known problem with other P35 boards also.
some little part on the board would balk at cold boots, if it was hot in my room it always booted right away.
when it was cold i would have to use a hot hair dryer for a minute or so , aimed at an area to the upper right of the cpu socket.

P35 did have its quirks. If I unplug power to the PC then plug it back in and try powering on the fans will spin for a sec then quit then it will start again and finally boot up. been that way since new.

my ip-35 had more quirks then i can remember.
but i do remember that it had fewer quirks when i switched out the original so so antec psu to a seasonic x gold.

I'm thinking it's the psu myself..I'll probably just leave it run 24/7 until it blows up or until I save enough $ to build a new rig whichever comes first.

Update: My PC is now acting up even when left on 24/7.
I decided to set my CPU back to stock settings with no OC. I then fired up HWMonitor and checked the cpu temp (32c) and +12v (11.968..a lil low but within spec).
To really stress everything including the PSU I ran furmark and prime 95 at the same time. CPU temp max was 53c but the +12v dropped as low as 11.584.
That pretty much seals the deal on the PSU being bad no?

What would be good replacement PSU in the $50 range or should I try my luck on RMA'ing the one I have now instead of spending any more money on my aging rig?
