If you go to great steak places and order it to the Chef's specifications, it is invariably rare.

Funny that people bitch about "food police". I don't think you'd find a chef at any steakhouse in America that would eat a steak cooked past medium rare.
You can eat your steak however you want, but there simply is more flavor in a less cooked steak. I like my steaks blood rare, burgers I do medium rare only because they are too soggy when cooked rare.
